Pay two life: return this permanent to it's owners hand

An effect gives all slivers this effect. Can my oppenent use this effect to return MY CREATURES to my hand with this effect?

I say no because that would be target permanent. Not this permanent.

No. As you said, the ability only affects the source permanent, not a target permanent. Because an activated ability may only be activated by the player who controls the source of that ability, your opponent may not use Hibernation Sliver 's ability to return permanents he or she does not control.
