Paliano, the High City in EDH?

Since the card is listed as legal in EDH I assume the players on either side of me choose colors once I play it not when I "draft" it? Do they choose colors for it before the game after I reveal its in my deck?

Since you didn't draft Paliano, no colors were chosen. Thus, Paliano cannot tap for mana unless some other card gives it the ability to due so. There's no real reason to put it in a Commander deck, but it's not technically banned.

Cards like this don't just change functionality to fit into other formats. It's the same as how Felidar Sovereign doesn't start checking for 80 life in EDH.
