Pact of Negation vs. Mana Short ??

So I play a Pact of Negation , rolls round to my turn and after I untap my mana an opponent casts Mana Short targeting me. Do I hold priority at the start of my upkeep and get to pay the mana costs required for Pact of Negation or does it go on the stack at which point priority is passed and the Mana Short will tap my lands meaning I can't pay the costs and thus, lose the game?

Even if you do hold priority after Pact of Negation 's trigger goes onto the stack (which you'd need to be specific about before somehow knowing your opponent is going to Mana Short you), you'll still lose in this situation.

The is paid as the delayed trigger from Pact is resolving. You have to pass priority to your opponent at some point before the trigger can start to resolve, and your opponent can respond by Shorting you. Any mana you've put into your pool before this point (and any mana you put into your pool in response to the Short) will be gone by the time you need to pay for the Pact. Your only options will be to get the mana from non-land sources, since all your lands are now tapped.
