For khans do you still pay the mana for the card played? And what if it's a land, especially if you played a land already that turn?

You still have to pay the exiled cards mana cost and can only play an exiled land if you have not already played a land for your turn.

11/24/2014: The card exiled by the "Khans" ability is exiled face up. Playing a card exiled with the "Khans" ability follows the normal rules for playing the card. You must pay its costs, and you must follow all applicable timing rules. For example, if it's a creature card, you can cast it only during your main phase while the stack is empty.

11/24/2014: If you exile a land card using the "Khans" ability, you may play that land only if you have any available land plays. Normally, this means you can play the land only if you haven't played a land yet that turn.

Cards do only what they say they do. Outpost Siege's ability allows you to play the exiled card, but it doesn't say anything about playing it without paying its mana cost or playing the land regardless of your other land plays. You still have to follow the normal rules for doing those things.
