Does Omniscience allow me to cast X spells for free and name the X cost?

In this rare situations where it is not explained in the card directly, all effects that make an X card to be cast "free" make de X a 0, as you may see in the example card:Mind's Desire.Hope it helps you

Questions like this can almost invariably be answered by reading the Oracle rulings for the related cards. In this case, Omniscience has such a ruling:

7/1/2012: If the card has X in its mana cost, you must choose 0 as its value.

If a spell has X in its mana cost, then all instances of X on that spell are determined by what you declare X to be while casting the spell for its mana cost. If you aren't casting the spell for its mana cost, you can't declare a value for any X in its mana cost. Thus, X defaults to 0.
