Oloro in the command zone

If Oloro, Ageless Ascetic is in the command zone. I gain 2 life at the beginning off my upkeep, but can I pay 1 to draw a card and make everyone else lose a life. Or can I only activate it when it is on the battlefield.

Yes. You can only activate abilities of permanents that are on the battlefield, unless they specifically state otherwise.

Only his third ability functions in the command zone, since that's the only one that says it does.

Unless stated otherwise all of a permanent's abilities only function from the battlefield. Oloro, Ageless Ascetic 's second ability doesn't say it works from the command zone so it doesn't. Similarly his first ability also doesn't mention working from the command zone so you don't get 4 life when he is in the command zone.
