Olivia Voldaren and vehicles

If olivia hits a vehicle to turn it into a vampire while it is a creature, does it become a vampire artifact that I can still take control of?

yes, you can steal it. But it's important to remember that it never is a vampire artifact, it simply is a vampire creature as long as it is crewed.
