Oath of Nissa explaination

So what's the exact ruling for the Oath of Nissa bottom effect. It's says "you may spendmana as though it were mana of any color to cast planeswalkers spells" I'm just curious I have it in a mono green deck but I was wondering if I could technically play a Vraska or Gideon with it.
I was thinking of making it green white just want a sub for Nissa so I don't have to fork out a ton of cash. But thank you this helps a ton.

I depends on the context in which you're asking the question. Oath of Nissa (effectively) makes Ral Zarek (for example) cost
instead of 

. So yes, in every format except EDH and Tiny Leaders, you could play off-color walkers in your mono green deck, although that may not be a great idea because you're relying on one card that you only have a maximum of 4 of in order to play them, otherwise they're stuck in hand. However, in EDH/tiny leaders, all your cards need to have the same color ID as your commander, so you can't have off color walkers regardless of Oath Of Nissa.
