Nub Question... Deck and Hand Size

Is there a rule for running out of cards? Meaning my opponent has 34 cards left in his or her library and I have 0 cards in my library... do I loose?

Also, if having more than 7 cards in my hand, lets say I have 10 cards in my hand at the end of my turn, at what point do I discard? At the begining of my next turn? After I draw a card?

If you have zero cards in your library, you lose the game the next time you attempt to draw a card.

104.3c If a player is required to draw more cards than are left in his or her library, he or she draws the remaining cards, and then loses the game the next time a player would receive priority.

If you have more cards than you maximum hand size (default: 7), then you discard at the very end of your turn during the cleanup step.

514.1. First, if the active player's hand contains more cards than his or her maximum hand size (normally seven), he or she discards enough cards to reduce his or her hand size to that number. This turn-based action doesn't use the stack.

If a player tries to draw from an empty library, they lose the game.

The first thing a player does during the cleanup step (the second step during the End phase of their turn, right after the end step) is discard down to their maximum hand size (normally 7)

You don't lose immediately when your library runs out, but you do lose if you're ever supposed to draw a card but are unable because you don't have enough left in your library. That is, if your deck empties out during your turn, you won't actually lose the game until your next draw step, unless some other effect makes you draw a card before that. Any draw effect that doesn't specifically say "may" is mandatory, and can't be skipped (including your normal draw for the turn).

Another way to lose like this would be if you have 30 cards left in your library, but your opponent targets you with a Blue Sun's ZenithMTG Card: Blue Sun's Zenith where X=40 (there are many combo decks that are made to do stuff like this).

You discard during the Cleanup step of your turn. Cleanup is the very last step of each turn.
