New Commander Ruling and Chaos Warp

I need an explanation on how Chaos Warp resolves when it targets a Commander but the Commander is placed back in the Command Zone due to the new ruling.
"If a commander is in a graveyard, library or in exile and that card was put into that zone since the last time state-based actions were checked, its owner may put it into the command zone."
Doesn't this imply that the commander has to be in the library for this to apply? How would you go about picking the commander out?

Nevermind...this is the new ruling
"If a commander would be put into its owner’s hand or library from anywhere, its owner may put it into the command zone instead. This replacement effect may apply more than once to the same event."

Chaos Warp works the same way as before. The commander's owner can choose to either put it into the command zone or into the library and then Chaos Warp continues to resolve normally (the library is shuffled in either case).
The updated rules only change how to handle a commander going to the graveyard or exile. In those cases, the card goes to the zone first and then the owner makes a decision about whether to leave it there or move it to the command zone. The decision is made before anyone has a chance to respond to the card going to the graveyard / exile.
