Mother of Runes was never legal in Modern.

To expand a bit: Mother of Runes was printed three different times:

  • Urza's Legacy
  • FNM Promo
  • Commander

Neither promos nor secondary printings affect card legalities in Modern because Modern is not an eternal format. It is a non-rotating format. Therefore, cards are only legal in Modern so long as they have been printed in a regular set since 8th Edition.
