Mishra's Bauble, is the during the opponan's turn?

its wording is that I draw 'the' next upkeep. so when I play it and use it, should I draw at the start of my enemy's turn?

Or do I wait 'till 'my' next upkeep?

Since it just says "next turn's upkeep", it's the upkeep of whoever's turn comes next. If you activate Mishra's Bauble during your turn then you'll draw the card during your opponent's turn.
