May I cast Glorious End at the beginning of their untap step?

If so, would they still get to untap? If not, when is the soonest Glorious End can be cast on an opponents turn?

No; no-one gets priority during the untap step, so you can't cast spells at that point. The earliest time you could cast Glorious End is during the upkeep step, after all triggered abilities (if any) have been put onto the stack.
