discard from hand . spell is on "stack". spell is not countered. pay mana cost of madness as per the card says correct?Fiery Temper is generic card with madness on it. you can discard and then if it resolves pay 1 red mana to do 3 damage correct?

Madness consists of 2 separate abilities: A replacement effect, and a trigger. The replacement effect exiles the spell, and the trigger happens once the replacement happens. When the trigger resolves, you may pay its mana cost (And all applicable additional costs), thus moving it from exile to the stack, where it may resolve or be countered as normal. When it resolves off the stack, it will have its effect, and then go to your graveyard.
Note that the process of casting a spell includes paying any and all costs, including its mana cost or alternative cost. This is no different that casting a spell from your hand.

as with normal casting of spells, you pay first. once you discard it you decide whether or not to madness it. If you want to, you pay 1 and its now on the stack, if not it goes to the discard.
