when he becomes a copy can he attack that turn?

Summoning sickness affects creatures that you haven't continuously controlled since the beginning of your most recent turn. A creature that changes characteristics, like Lazav does, is still the same object and it doesn't leave or enter the battlefield in that process. Therefore, if this happens on any other turn than when Lazav entered the battlefield (or changed controllers), you can attack with it.

Lazav, Dimir Mastermind will only have summoning sickness the first turn you play him, if he becomes a copy of another creature through his ability Lazav, Dimir Mastermind won't re-get summoning sickness.
