: Forced to draw with no lands in hand?

Basically the title. An opponent had no lands in their hand, and wanted to not draw a card. They claimed to "fail to find" a land card.
Is this a legit choice?
From Gatherer on the card:
Starting with you and proceeding in turn order, each player chooses a land card from his or her hand or chooses not to choose one, but doesnt reveal any chosen lands yet. Once all players have made this choice, all chosen lands are revealed and enter the battlefield simultaneously.
If the card you draw is a land card, you may choose it to put onto the battlefield.
The opponent must choose to either pick and play a land card from their hand or be forced to draw a card from their library.
Though this looks like an instance where "may" is actually a choice than a requirement to choose a legal target, but they must pick one of the actions.
