Is true name nemesis legal in standard?

its from a commander deck, so im just curious

No. The only cards currently legal in standard are from the Return to Ravnica block, the 2014 Core Set, and Theros.

only cards available in the last two blocks (theros and return to ravnica blocks) and the most recent core set (m14) are standard legal. So any cards printed in or share the same English name as a card printed in the sets Return to Ravnica, Gatecrash, Dragonsmaze, M14, and Theros can be used.

TL;DR: no it's not standard legal

By looking at the information for the Commander sets, you can see what formats the new cards are permitted in. Most notably, they cannot be used in Standard or Modern.

Cards from special sets, like from the vault, commander, and duel decks aren't legal in standard unless they have a card that was printed in one of the past two blocks, and the core set in between.

In the future you can always go to Wizards gatherer http://gatherer.wizards.com/Pages/Default.aspx and look at the legality there.

ottosmagic13 Gatherer has been a huge disappoint. If you look presently at the listing for True-Name Nemesis you will see that it is not legal in any format. However you probably know that it is legal in Legacy. I know the question was not about Legacy in this instance but for the sake of using Gatherer as a reference it's very poorly managed and rarely updated beyond the initial uploaded entries.
