Is Outlast considered a spell?

So I'm building an Outlast deck and came across a card called Phalanx Leader and it's effect basically says, "Whenever a spell targets Phalanx Leader, put a +1/+1 counter on each creature you control." I was wondering if Outlast was considered a spell so that way I could wreck opponents.

No its not a spell. You cast spells. Outlast is an activated ability.

Bboy is right, Outlast is not a spell, and it also doesn't target, so you couldn't target Phalanx Leader with it anyway
