Is it legal to use and instant, after blockers are declared?

So fx. if my opponent attacks with a 1/1 creature and i say "I don't block with any creatures" can he then cast Giant Growth on his 1/1 creature and give me 4 damage?

Yes. Combat phase goes as follows.Attackers declaredBlockers declaredDamage assigned
As long as you haven't gotten to the "damage assigned" portion of the combat phase, any spell or ability can be played, provided it isn't restricted by it's being a sorcery or that it specifically states you can only use the ability any time you can cast a sorcery.
Cards like Giant Growth are used in large part after blockers are declared so that they can get the maximum desired effect.

Yes. The Combat Phase has 5 steps in it: beginning of combat, declare attackers, declare blockers, combat damage, and end of combat. Before the turn moves onto the next step, each player must receive priority (have an opportunity to cast spells and activate abilities). Once you declare no blockers, before damage is dealt your opponent will have the opportunity to cast Giant Growth on his unblocked creature.
