Is a white plane a white permanent? Such as cards like anarchy which destroys all white

i believe that land are considered colorless permanents that produce a colored mana source

No. Lands are colorless. Some old lands that are coloured will say so on the text. More modern lands with colours have an identifying mark to the left of their types, as per Dryad Arbor (That green circle in the middle left is what shows it is a green card)
