Inkmoth Nexus?

can you attack with Inkmoth Nexus the same turn it comes out or does it have summoning sickness?

No. Ruling from Gatherer:
"6/1/2011 If Inkmoth Nexus entered the battlefield this turn and it's not a creature, it can be tapped for mana. If it becomes a creature that turn, it can't attack or be tapped for mana.
6/1/2011 If you've controlled Inkmoth Nexus continuously since your most recent turn began and it becomes a creature, it can attack or be tapped for mana."

The best way to describe this, is that all permanents have summoning sickness, but only creatures are affected by it.
This means that if your Rakdos Cluestone does have summoning sickness until your next turn, but isn't affected by it because it isn't a creature. Rakdos Keyrune also will have summoning sickness until your next turn but won't be affected by it until it becomes a 3/1 creature.

Inkmoth Nexus in its default (inanimate) state does not have summoning sickness. If, however, you animate it on the same turn it came under your control, then it will have summoning sickness and will not be able to attack.
