In EDH. Is it true that once a legendary creature is banned as a general, is it banned all together?

My friend and I were talking about adding cards in our decks. And he said now we can't add banned generals. Is it true?

That is correct. The rules committee recently announced a change that removed the "banned as commander" subsection of the commander banned list. This means that any card on the EDH banned list cannot be part of you deck or the commander. To find out what's banned you can check wizards website or the commander homepage for more information.

TL;DR- That category doesn't exist anymore and banned cards are still banned.

The "banned-as-commander" banned list was removed. Rofellos, Llanowar Emissary, Braids, Cabal Minion, and Erayo, Soratami Ascendant were banned. Kokusho, the Evening Star was unbanned.
