I say yes, but just want to check. Can I imprint an Evermind onto a Panoptic Mirror or an Isochron Scepter?

Yes. Evermind's converted mana cost is 0, so you can imprint it on Panoptic Mirror without paying any mana, and it meets the imprint requirement for Isochron Scepter.
