If untapped can The Chain Veil used multiple times

my friend has Teferi, Temporal Archmage and activated The Chain Veil. with one of the activations of teferi, he untaps the veil. can he now re-activate the veil and gain another activation?

Yes as long as he uses The Chain Veil between planeswalker activations. the card reads "may use its abilities as though none of its loyalty abilities have been activated this turn". This means you can activate a planeswalker loyalty ability, then use The Chain Veil resetting the effective number of loyalty ability activations to 0, this process can then be repeated.

Yes. Don't forget to check Gatherer. A lot of the common questions about a card will have rulings. Will save you some time.

  • Each additional time The Chain Veils last ability resolves will allow you to activate a loyalty ability of each planeswalker you control an additional time. For example, if you activate The Chain Veils last ability, untap it, then activate it again, you can activate a loyalty ability of a planeswalker you control three times that turn.

Inquisitor000 You wouldn't need to stagger them. You can store up several of these free activation.

Something of note:

Because of the way The Chain Veil modifies the rules of the game. The extra activations count not only for PW's you controlled at activation, but also for any PW's that enter the battlefield later in the turn (very unusual).

Check the second ruling on Gatherer to confirm.

This makes Teferi as a commander go infinite mana, infinite draw with just The Chain Veil and three permanents that tap for at least five mana combined. This was covered in this question.
