If I use Decree of Pain removing a Commander from the board, do i get to draw a card?

Board wipe with only a enemy commander on the board and they choose to put the commander in the command zone.

Yes.

Commanders can still be destroyed as normal. However, if they would go into the graveyard or into exile, their owner may choose to have them go back into the command zone instead.

TheHroth is correct. A replacement effect on which zone a commander will move to, only applies after it has been destroyed.

**If the text were changed to "Draw a card for each creature put into a graveyard from play this turn." You would not draw a card for a destroyed commander chosen to be sent to command zone.

There is a significant difference between "die" and "destroyed". The card says you draw a card for each creature DESTROYED, an unusual clause because most cards would be on a die trigger. If the card had been worded "destroy all creatures. They can't be regenerated. Draw a card for each creature that died this turn" then you wouldn't get the draw off of a commander being placed in the command zone. However, because it says "for each creature DESTROYED this way", it doesn't matter where it goes after being destroyed, just that it was in fact destroyed.
