If I use a Relic Barrier to tap my Howling Mine at the end of my turn and my opponent takes his turn does my Howling Mine become untapped before my draw step

Yes, your untap step happens before your draw step so Howling Mine will untap then you get to draw the extra card.

The Beginning phase has three steps, performed in this order:

  1. Untap
  2. Upkeep
  3. Draw

Howling Mine would be untapped at the time it would trigger.

I don't understand how so many people can play Magic without knowing the rules. How is this possible? When I first learned how to play from my friend in grade 8, it was pretty straight-forward:

"Hey, do I untap before my upkeep?"

"Look in the rulebook."

"Oh, I do. commit to memory".

Done.
