If I gain control of a creature "permanently" through Thalakos Deceiver. Can I reanimate it from the graveyard after it dies?

I don't know how 'permanent' of a control Thalakos Deceiver provides. Unlike Control Magic, it's not an enchantment that gets removed from the enchanted creature once moved to the graveyard.

No, unfortunately it doesn't work like that.

The word "permanently" in the original printed text of Thalakos Deceiver is just trying to communicate the same thing as the reminder text in the current Oracle text, that the control-changing effect doesn't have a fixed duration. However, the control-changing effect will end when the creature leaves the battlefield, for two main reasons:

  1. Players can only "control" permanents on the battlefield and spells on the stack
  2. When a card changes zones the game treats it as a new object with no relation to what it was before (minus a few exceptions needed to make certain effects work properly)

It's not clear whether this is part of the original question, but just in case: keep in mind that except for certain Silver-bordered effects, a card can only be in the graveyard/hand/library of its owner, not any other player. When the creature you took with Thalakos Deceiver dies it will go to its owner's graveyard, not yours.
