If I decide not to block, can that person respond with Kessig Wolf Run?

So, I decided not to block someone, they responded with Kessig Wolf Run am I then able to block or do they now deal damage to me?

In a nut shell people can play spells and activate abilities before attackers are declared, before blockers are declared, and after blockers are declared, then damage is locked in, and whilst you can still play spells after, most people wouldn't have a reason too.
So yes, they can activate Kessig Wolf Run after blockers have been declared to pump any that haven't been blocked.

Let me explain the structure of the combat phase.
1. Beginning of Combat step - "At the beginning of combat" abilities trigger here, players get priority to cast spells and actvate abilities.
2. Declate Attackers step - Active player decplares creatures that attack, then players get priority to activate abilities and cast spells. Attacking player may activate Kessig Wolf Run here, in which case, you will be able to assign blockers already knowing that the Wilf Run has been activated and what is its target.
3. Declare Blockers step - Defending player declares what creatures block and how. Then, players get priority to cast spells and activate abilities. The attacking player gets another chance here to activate Kessig Wolf Run , but his time, he or she already knows how the defending player blocked. At this point, the defending player is not able to change the way he or she decided to block, as his or her blockers have already been assigned.
4. Combat Damage step - Creatures deal combat damage. Then again, players get priority to cast spells and activate abilities. Applying buffs to power and toughness at this point doesn't have any effect on the outcome of combat.
5. End of Combat step - "At end of combat" abilities trigger, "until end of combat" effects end, then players get priority to activate spells and abilities.
Long story short, if you decide not to block, you don't get another chance to change your decision. Attacking player may activate the Wolf Run after you decided not to block.
