If I am playing an open all vs all game against 3 people and I use taunting elf would it tap all three players creatures or would I have to target one specific player as the target as I am attacking ?

Taunting Elf doesn't tap your opponent's creatures, it just forces them to block it, assuming they are eligible blockers when the elf is declared attacking. Unless you're playing a game where other people can use their creatures to block a creature attacking another player (maybe its a house rule? I don't play a lot of multi-player magic) the elf would only affect the defending player.

Blocking doesn't cause a creature to tap.

A player can only use the creatures he controls to block attackers coming at him, not at other players, so Taunting Elf 's ability only affects the creatures controlled by the specific player the Elf is attacking.

The answer is different in 2HG, because players on the same team can use their creatures to block for each other. Since this makes all the creatures on that team qualify for the "able to block" part of Taunting Elf 's ability, they all have to block him.

In Two-Headed Giant, both players are considered one player for the purposes of attacking and blocking.

So if you attack with a Grizzly Bears and Taunting Elf at me and my partner, all of our eligible creatures would have to get in front of the Elf, and no one left to block the Bear.
