If both player at 1 life, who loses if I tap Shepherd of Rot on Opponent's turn?

Shepherd of Rot for reference.
My friend is asking because he thinks that players at state-based action lose in turn order. Can you explain in more detail?

State-based actions aren't checked in priority sequence.

Specifically the check reads
"704.5a If a player has 0 or less life, he or she loses the game."
You'll note that it doesn't say "starting with the active player" or anything of the sort.

You both lose at the same time. The game is a draw.
Shepherd of Rot 's ability just says "Each player loses 1 life for each Zombie on the battlefield." Both players will go to 0 life (assuming Shepherd of Rot is the only Zombie on the battlefield). Once the ability has resolved completely, state-based actions are performed and both players lose the game for having 0 life.
