If a creature is tapped, can it be targeted with "Tap target creature"?

Specifically, I want to know if I can target my heroic attacking creatures with Glimpse the Sun God after blockers have been declared just to trigger the buffs.

Short answer: Yes.

Long answer: You can tap a tapped creature with an effect that says "tap target creature". It doesn't do much, but it's entirely allowed. You can use Glimpse the Sun God to "tap" your attacking creatures before damage happens for Heroic buffs.

Thanks, I was worried that might be an illegal target, but thinking about again now, the only target requirement implied is the creature type. Thanks :)

Technically, you can't tap a tapped creature. That part of the effect does nothing. Abilities that trigger when a creature is tapped won't trigger if you attempt to tap a tapped creature.

Likewise then, you could target an untapped creature with a 'untap target creature' ability?

@Named_Tawyny: Yes. A legal target for a spell or ability is defined by whatever comes after the word "target". If the text just says "target creature" then the only requirement is that the target needs to be a creature. As the spell/ability resolves, you follow all the instructions in order, ignoring the things you can't do and doing as much as you can of the rest.
