How to use Astral Cornucopia

Astral Cornucopia If someone could explain this card for me. I thought I knew what it did, but a friend of mine sounds pretty confident against it.

• pick a value for X
• bay 3 times that amount
• put X charge counters on it
• you may tap Astral Cornucopia, choose a color, and put 1 mana of that color into your mana pool for each charge counter on it(probably still X).

When you cast Astral Cornucopia , chose a value for X. Then pay X for each time it appears in the mana cost. For example X=1 would be 3 mana, X=2 would be 6 mana, and X=3 would be 9 mana. Astral Cornucopia would then enter the battlefied with X charge counters on it, and you can tap it for X mana of any one color.
