how is garruk the relentless used

Can garruk be killed or does he just transform when he gets below 3 as a "undead" garruk and cant be killed? Or is the only way to kill him is to do 3 or more damage to him so he never transforms? Or maybe im just overthinking this and when his counter is below 3 he transforms and has a counter of 2 or 1 and any less and he dies?

If he ever has 0 loyalty counters on him, he is put into the graveyard, just like any other planeswalker.

If he ever has 2 or fewer loyalty counters, he transforms, but since this ability is a trigger if he ends up with 0 loyalty counters he will be put into the grave before the trigger resolves.

You can kill him normally once he has transformed, by reducing him down to 0 loyalty counters. He is never any more "unkillable" than other planeswalkers are, even when he is transformed.
