The process will keep going until someone destroys the Timesifter . When that happens the one who plays next will be the one who would play after the guy who played Timesifter in the first place.
Considered also that unless someone destroys it before another reveal & exile round the next player to play will always be the winner of the exiled cards cost.

With Timesifter at the begginning of each upkeep (you and your opponents) every player will take the top card of their libraries reveal it and exile it. The one who revealed the highest costing card will get to play the next turn. When the winner plays begins to play his/her turn everybody repeats the process.
So, in other words, every turn everybody plays something like a rocks/paper/scissor game to see who gets to play next turn, with the winner being the one who shows the higher costing card he exiled.
In case of a tie the tiers will repeat the process between them to see who wins.
