how does Reconnaissance work?

Can it give pseudo-vigilance to a creature or not? (basically, if you time it right, will damage be assigned while the creatures have been untapped)

Yes you can.

You have 2 chances to do this and still get combat damage in: At the end of the "combat damage step", or at the end of the "end of combat step". Each creature is still considered attacking throughout the entire combat phase, until main phase 2 rolls around.
