how does Orochi Hatchery work?

Whatever mana you use to play it, Divide it by 2 and thats how many charge counters you place on it. So if you play 10 mana to play it, it comes in with 5 counters. I'm not sure if that answers your question or not.

You can only use an even amount of mana to cast it.

To cost Orochi Hatchery , you first choose the value for X. Then, you pay X + X mana. This means that both X values must be the same, and the total payment cannot be an odd amount of mana unless some effect is allowing you to reduce the total cost of the spell by an odd amount.

When it enters the battlefield, it will have X charge counters on it.

107.3a If a spell or activated ability has a mana cost, alternative cost, additional cost, and/or activation cost with an X, [-X], or X in it, and the value of X isnt defined by the text of that spell or ability, the controller of that spell or ability chooses and announces the value of X as part of casting the spell or activating the ability. (See rule 601, "Casting Spells.") While a spell is on the stack, any X in its mana cost equals the announced value. While an activated ability is on the stack, any X in its activation cost equals the announced value.

107.3g All instances of X on an object have the same value at any given time.

what ever mana cost you pay is the amount of the charge x however much mana you pay to play this card is the amount of charge counters and the amount of how many green 1/1 snake creature tokens you put onto the battlefeild.

if you tap out x is only half the mana you have rounded down, the cmc has to be an even number
