how does madness effects work on the stack

if i were to discard a card using a spellshaper, would the spellshaper's ability finish before the card cast with madness goes on the stack?

The question is about any of the various cards with the Spellshaper type. Icatian Crier, Seismic Mage, Waterfront Bouncer, etc.
Madness triggers as you pay the cost to activate the Spellshaper's ability. This means the Madness trigger will be put onto the stack on top of the Spellshaper's ability, and will resolve before the Spellshaper's ability can start to resolve.
This is similar to the case of a creature with a "dies" trigger being sacrificed to pay the cost of some other spell/ability. The "dies" trigger will end up resolving first.

If you're talking about specific cards, link them. There's no card named Spellshaper.
Now, this is the CR definition for madness:
702.34a Madness is a keyword that represents two abilities. The first is a static ability that functions while the card with madness is in a player's hand. The second is a triggered ability that functions when the first ability is applied. "Madness [cost]" means "If a player would discard this card, that player discards it, but may exile it instead of putting it into his or her graveyard" and "When this card is exiled this way, its owner may cast it by paying [cost] rather than paying its mana cost. If that player doesn't, he or she puts this card into his or her graveyard."
Madness is both a triggered ability and a replacement effect. The replacement effect is applied as the card would be discarded. The triggered ability triggers at that time. Remember, however, that abilities that trigger during the resolution of another object are not placed onto the stack until after the resolution is finished.
