How does Lightning Storm's "new target" work?

This is Lightning Storm. For every land discarded it gains 2 more damage. But what does it mean by new target?

Does it split to make another damage source? Eg- Discard 3 lands and deal 3, 5 and 7 to up to 3 targets.

Or does it mean the whoever discards the final land chooses the final target? eg- 3 lands discarded, 7 damage to a target.

Whoever is the last to discard a land card will be the one who's target the spell will resolve With.

You may choose a new different target from the original target picked when the spell was first cast.

So yes, whoever discards the final land chooses the final target.

Keep in mind that if the final target becomes illegal after the final target is chosen, it does not change target to the previous once selected.
