How does Goblin War Cry work in multiplayer?

Goblin War Cry: I play this card in an EDH deck, and I want to know specifically, in a multiplayer scenario, if I give each opponent a choice of creature to block with, or if I choose one player and the rest of the players just can't block?

technically, every game is multiplayer. i recommend checking the gatherer for rulings and oracle text before asking tappedout. the oracle text says "target opponent". so technically, neither of your guesses is correct, because the other players are unaffected entirely and can block as normal.
