Hands of Binding on tapped creatures

Can i cast Hands of Binding and target a creature that is already tapped, to be able to stop it from untapping or i can only play it on a create that isn't tapped.

From my view point, The second rule doesn't apply if the you couldn't tap a creature.

You can do that. The second part of the spell doesn't require the creature to be tapped by Hands of Binding . It would say something like "if it's tapped this way, it doesn't...". Actual wording doesn't care though, so you can indeed target creatures that have already been tapped just to prevent them from untapping.

Tapping an already tapped creature doesn't do anything, yes. But that doesn't stop the rest of the spell from resolving. The creature will still be affected by the second part of the spell, and won't untap next turn.

Generally, when spells have more than one effect, they don't depend on each other unless specifically said so. For example, if you cast Grisly Spectacle on a creature and your opponent casts Boros Charm in response to make his or her permanents indestructible, the creature will not be destroyed, but its controller will still mill cards equal to its power from the top of his or her library.
