Gwafa Hazid, Profiteer i just wanted to know if he's return to the commander zone if the cards with the counter on it can attack or not

Yes, they can attack. Since Gwafa Hazid, Profiteer is not on the battlefield, his static ability will not apply. However, if you recast him, the creature with bribery counter will be able to attack/block.
