Glaring Spotlight, some clarification please!

Glaring Spotlight , at first I read this and I go, yay I can finally deal with a all out hexproof deck, but then I can't because they still have hexproof? How does this work exactly? I understand the second ability just fine.

Glaring Spotlight creates a static ability that allows you to ignore the targeting restrictions that hexproof gives. This means that all creatures your opponents control can be the target of spells or abilities even if they have hexproof. This does not affect shroud.

It is worded in this way so if a creature gains hexproof after you have played Glaring Spotlight you can still target them.
