Ghost Town: Does it care where its at when activating it's 2nd ability?

I checked gatherer but there isn't any oracle text regarding the ability. Can this be returned to your hand from the graveyard, exile?

Ghost Town.

Unless specifically stated otherwise on the ability, activated abilities on permanents can only be activated while on the battlefield.
