First Strike vs. Double Strike which wins?

Because Double Strike technically gives the creature first strike then a second strike during regular combat does it still hit first against a creature first strike?

Whenever an attacking and/or blocking creature has first strike and/or double strike, a first strike damage step is created. If an attacking double striker is blocked by a first striker (these are interchangeable but I will use this order for simplicity), each deal damage to each other during the first strike damage step. Then, if both creatures are still alive, the double striker deals damage in the normal combat damage step.

Epochalyptik is more technically correct (the best kind of correct). A new combat damage step is only created if after the normal combat damage step there are creatures that have yet to deal combat damage.

No.
Double strike does not give a creature first strike.
When a creature with either first strike or double strike is involved in combat at the beginning of the combat damage step, only creatures with either ability deal damage during that step. Then, if any remaining creatures that have neither ability or that gained either ability after damage was dealt are left in combat, another combat damage step is created for those creatures.
Creatures deal combat damage simultaneously in a combat damage step.
