if my opponent casts Feast of Blood and in response I cast Cyclonic Rift overload to return all vampires to his hand does the spell still resolve or does it fizzle

The key word in Feast of Blood is "cast." This means that as long as your opponent has 2+ vampires at the time that (s)he casts it, it will resolve no matter what you do to the vampires in response.

Specifically, "Cast ~ only if [condition" is a casting restriction. As such, it applies only to the casting process. Once the spell has been cast, changing the game state such that the condition is no longer true will not affect the spell. The spell does not need the casting restriction to be satisfied at any other time, and changing the game state will not retroactively undo the cast.

Also, "fizzle" means for a spell or ability with targets to be countered by game rules for having zero remaining legal targets. The only way Feast of Blood can fizzle is if the target creature becomes an illegal target before Feast of Blood resolves.
