Faith's Shield Protection with spells on the stack

If I were to cast a spell, Searing Spear for instance, then my opponent tried to counter it with Dissipate , would casting a Fateful Hour card:Faith's Shield with protection from Blue affect the Searing Spell as well?

A permanent is a card or token on the battlefield. Spells on the stack are spells, not permanents. Therefore, card:Faith's Shield can't give protection to spells.

Faiths shield cant grant pro to a spell on the stack in the way your describing, the searing spear isn't a permanent you control, its just a spell, so it cant be targeted by the faiths shield..
