Does Flinthoof Boar 's +1/+1 get added before the Evolve trigger happens?

e.g.A 2/3 Gyre Sage is in play, Flinthoof Boar then enters (with controller controlling a mountain) - does Gyre Sage get another +1/+1?

Flinthoof Boar 's +1/+1 effect takes place immediately, so it enters as a 3/3, which will trigger evolve on a 2/3 Gyre Sage

A static ability is always in effect. Flinthoof Boar 's first ability is a static ability, and it will apply as Flinthoof Boar enters the battlefield. As such, there is no time in your scenario at which Flinthoof Boar is not a 3/3. Evolve triggers.
