Yes, you cast the spell with cipher.

If your question is "can you cipher a cipher spell onto Erayo," like for instance Hands of Binding , then the answer is yes, assuming that it is indeed still Erayo, Soratami Ascendant and not Erayo's Essence . If it has turned into Erayo's Essence , then you can't cipher it on there because it's not a creature anymore.

Just read the reninder text of cipher. Here: Hidden Strings

So yeah, it says you cast the copy, so cipher copies count towards the 4 spell count of a single turn.
