could I use Akki Lavarunner as my commander because it is legendary when it flips?

Short answer: No, but ask your playgroup.

Long answer: Commanders can only be cards that are legendary creatures in their default states. So, no Akki Lavarunner, no Elbrus, the Binding Blade  Flip, and so on. However, some groups are totally okay with it for casual play, so ask about it.

This is correct, the creature is only legendary when it flips, Tok-Tok, Volcano Born only exists when it is on the battlefield and Akki Lavarunner has been flipped. In the command zone, your hand, the graveyard and in exile the card is not legendary and is calledAkki Lavarunner.

In commander your deck must be lead by a legendary creature that sits in the command zone at the start of the game, Tok-Tok, Volcano Born cannot exist in the command zone and therefore is not a legal commander.
