the reason i ask is because of the different answers on mtg official sites one has it legal for legacy another has it banned
http://www.wizards.com/Magic/TCG/Resources.aspx?x=judge/resources/sfrlegacy its not on this list
but gatherer marks it as banned

Hmm..I'd say either stick with the Gatherer, or ask some judges at where you want to play. At the end of the day it's up to those hosting your events what cards you can use.
Or email the DCI.

I saw this thread a couple days ago, but got to thinking about it again. Dream Halls is legal in Legacy, and the Gatherer entry that says it's banned is in error. The last time the card was mentioned in any Banned & Restricted List Announcement was the one for September 18, 2009, when it was un-banned from the format. seulung, since the B/R list you posted the URL for is intended to be the official resource for format legality, and because there haven't been any updates re-banning the card, I advise going with that resource and treating Dream Halls as legal.

Unless something has changed since I last knew, Dream Halls is restricted in Vintage and banned in Legacy. It's a little, you know, broken.
